Reinvestment & Real Impact: The Revitalization of East of Eaton Apartments
For Lupe Vasquez, ‘home’ has always meant more than one place. It’s the laughter and warmth of her own family, the smell of food cooking, and the comfort of belonging. But it’s also the energy of a thriving property, the familiar faces of residents, and the rhythm of teams working side by side. As a Regional Manager at CHIP, Lupe’s personal definition of home—and her deep belief in what it should offer—shapes the way she serves communities every day.
That connection was on full display at the East of Eaton Grand Re-Opening, a milestone made possible through amazing partners, including the California Department of Housing and Community Development’s Portfolio Reinvestment Program. For Lupe, cutting the ribbon wasn’t just ceremonial—it was emotional. It represented transformation, collaboration, and the restoration of dignity for families who call East of Eaton home.
“Looking at the residents’ faces, adults and kids, and seeing their excitement… that’s something I’ll never forget,” she shared.
Lupe’s path to CHIP began in 2016, when a connection through California Human Development sparked an opportunity that would soon become a calling. From her early days as a Property Manager at La Vista Verde, to her years at East of Eaton Apartments, and eventually into her current Regional Manager role, each step taught her something vital: residents want more than affordability—they want dignity, connection, and pride in where they live.
Over time, Lupe built deep partnerships across Butte County, from employment services to food rescue organizations to cultural centers. These collaborations allowed her (and CHIP) to bring more resources and more care into the communities she supported.
“Property management is about more than buildings; it’s about people, relationships, and creating environments where families feel supported,” she says.

When Lupe first learned that East of Eaton might qualify for rehabilitation, she felt a spark of hope. The property was aging, and without reinvestment, conditions would have continued to deteriorate, placing residents at risk of declining safety, comfort, and long-term stability. The Portfolio Reinvestment Program funding changed that future.
Working closely with maintenance teams, property management, Tricorp Group, the Project Manager, and CHIP’s Director of Rental Housing Development, and Director of Property Management, Lupe played an integral role in East of Eaton’s transformation. Updated units, safer systems, refreshed common areas. They were statements: You deserve quality. Your home matters. You matter. Management and maintenance staff played a significant role in day-to-day tasks during construction, coordinating thoughtfully on-site with residents and construction staff.
Residents felt it immediately. Lupe remembers hearing residents talk with pride about their new spaces, seeing confidence return in a way that only a safe, comfortable home can bring. In a grand re-opening speech, Michelle, an East of Eaton resident, expressed her appreciation for this resident-conscious approach and her excitement for the community's future.
“It wasn’t just a construction project; it was about giving families a more dignified place to live.”
For Lupe, the impact of this reinvestment is clear and deeply personal. Public funding doesn’t just upgrade buildings—it strengthens lives and makes families feel supported.
“These investments translate directly into everyday benefits for residents,” Lupe explains. “They help preserve affordable housing and show families that CHIP truly cares.”
In her day-to-day work, Lupe loves supporting multiple properties, helping staff grow, and ensuring residents feel proud of where they live. She feels that CHIP’s culture—mission-driven and people-focused—makes that possible.
“CHIP feels like a second family to me,” she says. “It’s a place where I truly belong.”
As Lupe reflects on her journey, both personal and professional, a theme emerges: home is something we build and maintain together. Through reinvestment, creativity, and community care, CHIP continues to strengthen the places people call home, and leaders like Lupe help make that possible every day.
